I. Position Function:

The Chief Operating Officer (COO) has administrative/leadership responsibility for hospital department operations as delegated/assigned by the President.

II. Job Relationships:

The COO reports directly to the President of CSEMC.

The following staff report to the COO:

  • Directors/Managers of departments as delegated
  • VP and Members of SLT as delegated

The COO collaborates with Chairs, physicians, senior leadership, colleagues, other department leaders, CPN.

III. Authority:

The COO is authorized to make those decisions necessary for the efficient operation of the Medical Center which are within the authority delegated by the President. This includes expenditures approved in the Capital and Operations budgets.

IV. A. Responsibilities/Essential Functions:

1.) "Provides superior customer service to internal and external clients, customers,

and patients as referenced in the Service Excellence Standards."

Completes the annual operating and capital budgets with the Chief Financial Officer as directed by the President.

Formulates long-term strategic plans for operational needs.

Formulates long-term capital needs for the physical plant.

Adjusts resource utilization according to volume of services in a way which balances efficiency and quality.

Implements new operational models and structures to reduce cost, improve quality, and enhance services to patients and visitors.

Operationalizes the development and implementation of new programs and services.

Assures compliance with all standards and regulations for areas of responsibility.

Assures that policies and procedures are current and comprehensive for all areas of responsibility.

Approves goals and objectives of direct reports.

Collaborates with senior leadership of Caritas Christi and Senior leaders throughout Caritas on system-wide initiatives.

Continually operates the Medical Center according to Catholic values as expressed within the Medical Center's Mission and Philosophy statements, the Religious and Ethical Directives.

B. Responsibilities/Non-Essential Functions:

V. Reporting Requirements:

Reports to President and Finance on operating financial performance of divisions.

VI. Accountability:

Financial performance and service delivery for all divisions as delegated.

VII. Qualifications:

Minimum Education:

Masters Degree or Equivalent

Minimum Experience:

Progressive experience in hospital operations.

Minimum skills/abilities:

Business planning, financial analysis, excellent communication, problem-solving, implementation, measurement & monitoring of performance.

Strong leadership skills.

Ability to communicate with people at all levels of the organization.

Oriented towards quality improvement in effecting change.
