POSITION SUMMARY:

Under the general direction of the Hospital President and the Hospital Division CFO, the Chief Financial Officer is responsible for the financial management of Steward St. Elizabeth’s Medical Center. The position plans, develops, organizes, directs and controls the daily financial operations to contribute to meeting the mission and goals of the Medical Center. This role is primarily responsible for relevant regulatory and legal requirements of federal, state and local regulatory and/or accrediting agencies.

KEY RESPONSIBILITIES:

Responsibilities:

  1. Serves as the Chief Financial Officer (CFO) at Steward St. Elizabeth’s Medical Center.

  1. Collaborates with management at the local and System level to standardize policies and practices to achieve best practices.

  1. Establishes implements and maintains policies and plans as approved by Hospital President and the Hospital Division CFO.

  1. Analyzes Fiscal Division operations and effects changes as needed to improve operations.

  1. Represents Hospital Division CFO at all hospital meetings as assigned.

  1. Participates in the development of Fiscal Division’s objectives and organizational structure.

  1. Is responsible for the operational effectiveness within the Division to ensure that high quality financial services are delivered in accordance with applicable policies, procedures and professional standards.

  1. Provides daily direction to managers in the following departments at SEMC: Financial Reporting, Accounts Payable, Payroll, Budget, and Decision Support. Provides daily direction to managers in the following departments at SEMC only: Materials Management and Research Administration.

  1. Establishes goals and objectives for all direct report areas and measures the success and effectiveness of areas in meeting designed goals and objectives.

  1. Maintains control in conjunction with the Hospital Division CFO over the operating, capital and cash budgeting processes to ensure that they are supervised properly and that all aspects of creating and monitoring of the budgets are working smoothly. The Chief Financial Officer is responsible for the timely and accurate completion of the operating, capital and cash budgets for SEMC.

  1. Works with all regional Directors (Managed Care/Reimbursement and patient Financial Services) and local Directors (Patient Access and Medical Records) to assist in daily operations. Also works with directors and managers throughout SEMC to improve and standardize the revenue cycle.

  1. Provides administrative oversight for the Steward Research Institute by providing direction to the Director of Technology Affairs and the Director of Research Administration.

  1. Reviews, interprets, analyzes and communicates financial reports and data to the Hospital Division CFO and the President and management of SEMC. Such reports outline SEMC’s financial position in all areas of assets, liabilities, income and expense based on past, present and planned future operations.

  1. Reports financial results to hospital managers.

  1. Keeps abreast of all regulations and standards to assure compliance with orders or directives issued by duly constituted governmental regulatory agencies or third party payers. This covers such areas as financial and billing reporting procedures, federal wage-price guidelines, and development of data to meet the proposed requirements of the federal Annual Hospital Report (AHR).

  1. Responsible for labor management at SEMC with goal of maximizing utilization and stability of personnel.

  1. Interviews, selects and evaluates the performance of managerial personnel and approves the selection of assigned department staff.

  1. Develops job design, job descriptions and performance standards for assigned managers.

  1. Approves salary adjustments, hiring, disciplinary actions, promotions, demotions, etc. for assigned department staff.

  1. Oversees the cash flow of SEMC on a daily, weekly and yearly basis in order to provide for adequate cash liquidity and forecasting to meet operating and capital expenditures.

Reporting Requirements:

Reports to the Hospital President and the Hospital Division CFO regarding issues related to above responsibilities.

Develops and oversees monthly reporting to the Hospital Division CFO and senior management.

Develops, approves and reviews performance relative to annual operating and capital budgets for areas of responsibility.

Develops and presents written policies and procedures that are required as a result of system and/or operational changes.

REQUIRED KNOWLEDGE & SKILLS:

Qualifications:

- Bachelor’s degree required, MBA is preferred, Masters of Finance is a plus

- Certified Public Accountant is a plus but not required

- 10 years progressive experience in hospital financial operations

- Strong team building and leadership experience

- Outstanding “business partnering” and communication skills are paramount to success in this role

EDUCATION/EXPERIENCE/LICENSURE/TECHNICAL/OTHER:

I. Education: Bachelor’s degree required, MBA is a preferred, Masters of Finance a plus

Certified Public Accountant is a plus but not required

II. Experience: 10 years progressive experience in hospital financial operations

III. Certification/Licensure: CPA preferred
