Under the administrative direction of the CFO this position develops, implements and monitors Patient Access/Registration/Scheduling goals and objectives to most effectively integrate the System’s technical and human resources to support the organization’s mission; ensures compliance with regulatory agencies, implement standards through-out the systems facilities as it relates to Patient Access/Registration and Scheduling and impact upfront collections for the facilities.


  1. Hires, disciplines, promotes, evaluates, trains, schedules and assigns work to associates working for him/her and makes effective recommendations regarding same.
  2. Monitors and evaluates Patient Access – registration and scheduling associate training programs. Provides guidance to Patient Access-Registration/Scheduling management and CFO as necessary, to ensure optimal education is provided in assigned duties, quality control and equipment operation.
  3. Assist in developing budgets which provides for the attainment of agreed upon goals and objectives. Ensures division compliance with budget guidelines and restraints.
  4. Continually reviews and analyzes the operations of the Patient Access Areas at each Network Hospital, ensuring that staff are providing efficient and quality delivery of services while productivity targets are achieved.
  5. Assist in researching, developing and implementing Patient Access policies and procedures. Provides overall assistance and recommendations as necessary to ensure Patient Access compliance and understanding. Confers with CFO, PFS, various departments and medical staff as appropriate.
  6. Provides the overall direction necessary to ensure prompt and accurate collection of all patient information through the patient registration process to assist in maximizing the hospital’s cash flow.
  7. Serves as a technical resource to hospital divisions, payers, patient s and families in order to resolve problems, coordinate and improve services offered.
  8. Oversees Patient Access in participation in the use of the computer systems to ensure effective evaluation and implementation of services and duties in the area of Patient Access.
  9. Maintains an awareness of changes in health care as it relates to Patient Access functions; plans and implements strategies to keep Trumbull Regional Medical Center current and effective.
  10. Performs periodic audits with Patient Access, Managed care payers to ensure contract compliance is being followed on a consistent and regular basis.
  11. Monitors payer trends and changes, alerts revenue departments when appropriate of such in order to limit financial impact.
  1. Oversees the implementation of Hospital upfront collection efforts. Assures all Patient Access staff is properly trained and achieving goals for collections. Works with Patient Access Managers/Supervisors to assure they optimize the efforts for collection and maintain appropriate customer services. Supports corporate point of service collection goals.
  2. Oversees quality review processes for all facilities assuring that required information to expedite the billing and collections processes as well as regulatory guidelines are met and maintained.
  3. Work with Patient Access Departments to assure open line of communications for issues and resolutions to issues for optimum billing and collection efforts.
  4. Directs the preparation and maintenance of monthly reports. Reviews and evaluates reports and regularly presents trends, movements and status to CFO.
  5. Works regularly with other hospital divisions in order to identify and resolve problems, coordinate and improve services offered; participates in the planning of new projects, services, equipment purchases, etc.
  6. Stays abreast of the latest trends and developments in area of responsibility through the regular review of related materials, professional affiliations and continuing education.
  7. Serves as needed on hospital committees, reviewing policies and procedures and resolving problems.
  8. Performs other related duties as assigned.

Bachelor’s degree in a health-care related field or equivalent combination of education and experience is required.

One year medical collection and/or billing experience or two years of general collection, billing or customer service experience is also required.
